Unix database names for Interbase usually contain a slash anyway....eg
/opt/interbase/db/mydb.gdb

This bug has been fixed in CVS. You can grab a snapshot of the
CVS version at http://snaps.php.net/. In case this was a
documentation
problem, the fix will show up soon at http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites.

I just verified the code at work and that is exactly what I have.
ibase://user:pass@host/c:\foo\bar.db is what I'm using, and it doesn't
work with that "extra" forward slash.

If you are using the last PEAR DB release
(http://pear.php.net/package-info.php?pacid=46), use:
ibase://user:pass@host/c:\foo\bar.db

Windows uses back slashes, so line 82 breaks it:
($dsninfo['hostspec'] . ':/' . $dsninfo['database'])
:
That would be something like:
$dsninfo['hostspec'] . ':/c:\db\db.gdb'
Which doesn't work. If line 82 is changed to
($dsninfo['hostspec'] . ':' . $dsninfo['database'])
:
(no slash), then it does work.
