I found the problem. The package is registered but when it tries to add
a new maintainer fails because maintainer::add() is checking that the
user is lead of the package.
Line 542 package-database.php:
if (empty($auth_user->admin) && !user::maintains($auth_user->handle,
$package, 'lead')) {
return PEAR::raiseError('maintainer::add: insufficient
privileges');
}
Another side effect is that the code to update the number of packages
from each category never gets executed. I've commited a patch and
manually fixed your account.
