Same config here with 4.2.2 and 4.2.3rc1, this is the normal way :).

I never did test under 4.3.0, but is there any isssue with php-cli ini files (just thought) ? Do not
know why, but I cannot get the cli working here, so I cannot confirm or provide solutions to disable
output buffering via cli command.

The env problem has been solved in current cvs. Got a problem with cvs under win32 and did not see
the last shot.
