Go-pear solves the chicken-and-egg problem by manually downloading
enough files (from cvs.php.net) to untar the PEAR package. You could
take a look at it (pearweb/public_html/go-pear in CVS) and see if
there's anything you can use there.
If the go-pear code is useful to you, I should clean it up and making it
a bit more "re-use friendly". Breaking it up into components is kinda
against the entire idea though.
