translating documentation.xml and contributing.xml

Hi Translators: The following two important chapters have been updated to include improved instructions, gudes and appeals for people to help out with documenting and translating. guide/developers/documentation.xml chapters/contributing.xml If you have a moment to spare in the near future, can you please translate them? For the contributing.xml file, I have added the new documenting/translating section in English to the foreign files in order to make sure SOMETHING is in there the next time the docs get built, otherwise that section doesn't even show up in the translated versions.
