Bug description: pear config-create broken
Description:
------------
On both MacOS X 10.4 and CentOS 3.4 running PEAR 1.4.1 and 1.4.2,
config-create appears to be broken.
Following the instructions in the manual for installation of a local copy
using SSH, I run this command:
$ pear config-create /home/james/pear .pearrc
Configuration file "/home/james/.pearrc" is empty
The file .pearrc is created but is zero bytes.
Expected result:
----------------
A local PEAR configuration file should be created.
Actual result:
--------------
A file of the correct name is created but is zero bytes.
