Bug description: Windows HTML compiled PEAR documentation has wrong encoding in Russian

In Windows HTML compiled documentation (chm format) text in left pane
(contents 'About PEAR', 'New Maintainer"s Guide' - in Russian, of course)
has wrong encoding. This maybe bug of compiler program or something else,
but text in main window is readable, in left pane it is in KOI-8 - and is
not readable because chm thinks that all text in cp-1251. That is all,
