Try reading
http://cvs.php.net/co.php/pearweb/doc/pear_package_manager.txt.
There is
an explanation on what are PEAR Packages and an introduction on how to
handle them (create/install/get).

What seems you are doing is downloading the "pear" CVS module. Please
note that the PEAR CVS is divided in two different parts: one which
comes with the PHP distribution ready to use (located at php4/pear), and
other that contains PEAR packages that should be packed and installed
before using them with the 'pear install'.
