It seems to be common for sites to run PHP in safe mode. With PHP <=4.06,
there is no way to use safe mode _and_ allow a common set of PEAR
libraries to be included in a user's PHP code. The solution here is to
create your own local copy of PEAR and include that.
PHP 4.1 onward have a configuration directive that allow overridding safe
mode for specific directories, such as the PEAR installation. At least
where I'm from, we're waiting to install a PHP from the 4.1/2/3 series for
prudence's sake.
