I had the same problem last week and the cause was indeed an outdated HTML_Common wandering around
somewhere in the include_path. Get your includepath from php_info and check all folders in the
includepath (you probably need your host to check some of them) for a HTML_Common file (The file is
called Common.php, but note, not all files called Common.php are the HTML_Common file. There are
other files in PEAR with the same name (for example in DB) ) to make sure there is no outdated copy
somewhere that gets used.
Replacing my HTML_Common solved my problem.

This will return the installed packages, not the one you include in your
scripts. The error you are seeing are caused by an outdated version of
HTML_Common, full stop. Now, just try to find where it is in your include
paths and remove it.
