I'm running into the same error and I'm using HTML_Common 1.2.1 and
HTML_QuickForm 3.2.2. I think both are latest versions.
But I only get the notice on my shared webspace (german provider 1&1).
Local I run WAMP installation. But I have no idea where the deciding
difference could be.
