In a ".htaccess" file (that's the name of the actual file, you'll need to
open notepad and Save As ".htaccess" - using quotes let's you not have a
file name), just add to the first line:
php_value include_path ".;/path/to/pera"
That file would then go in your public_html or htdocs folder, whichever you
use as the root for your webserver.
