quickform hierselect with mutliple submenus

Hi All, Is there any way with the quickform hierselect element, that I can have two submenus populated from the selection in the first menu. Selection Menu A populates Menu B and Menu C at the same time? I want to have the first menu containing states, and after a user selects a state, the other 2 menus will be populated with county and city names. They should be to select either a county or a city, not select state, then select county, then select city. I hope this makes sense. Thanks!
