To work around this, extract PEAR package from the archive it comes in manually and install the files to where they belong, which should get the PEAR installer working properly. Now use the PEAR installer to install the PEAR package properly. You'll need to make sure that the bin_dir PEAR installer configuration variable is set to your pear/scripts directory or the installation will crash and burn.
