New error trying to install mailparse

Hi,
I went to a different machine, installed the same elements (Apache 2 and php 4) in exactly the same way, but I get a different error:
C:\Documents and Settings\PDamerval>pear install mailparse
downloading mailparse-2.1.1.tgz ...
Starting to download mailparse-2.1.1.tgz (35,883 bytes)

9 source files, building
The DSP mailparse.dsp does not exist.
If anyone has any idea what is happening... I can't find anything in documentation about this.
