I'm afraid that's not the problem. There is a mbstring section in my PHP installation which appers when I call php_info(). It looks like this:
mbstring
Multibyte Support enabled
Japanese support enabled
Simplified chinese support enabled
Traditional chinese support enabled
Korean support enabled
Russian support enabled
Multibyte (japanese) regex support enabled
mbstring extension makes use of "streamable kanji code filter and converter", which is distributed under the GNU Lesser General Public License version 2.1.
Directive Local Value Master Value
mbstring.detect_order /no value/ /no value/
mbstring.encoding_translation Off Off
mbstring.func_overload 0 0
mbstring.http_input pass pass
mbstring.http_output pass pass
mbstring.internal_encoding /no value/ /no value/
mbstring.language neutral neutral
mbstring.substitute_character /no value/ /no value/
From this I deduce that mbstring is enabled correctly under PHP.
See a different post for a new error I am getting.

I enabled the mbstring extension, and when I load a PHP page with php_info() I get a section on mbstring in it, so the extension is indeed loaded. However, when I try to install the mailparse extension using PEAR I get the following: C:\Tools\php4>pear install mailparse downloading mailparse-2.1.1.tgz ...
