Missing PEAR.php file in SOAP package

Greetings Everyone:
I was trying to set up the SOAP package and it is giving me an error that it
can't find the PEAR.php file and it isn't in the SOAP package. Am I missing
something? I installed this myself manually because I can't use the
installer. I just copied the SOAP archive to my includes folder and
modified all the required and include paths that are used.
