If you are using PHP 5.1.0 or newer, you can try downloading
http://pear.php.net/go-pear.phar and running:
php go-pear.phar
Otherwise, your best bet is to bug the developers of PEAR_Frontend_Web
who are sitting on a working release that is compatible with PEAR 1.4.x
