PEAR package.xml problem

I am setting up a new Mac XServe as a production web server. However, I am having trouble with PEAR. Pear seems to be working fine, except I cannot install updates or new packages. When I try to install a new package (or update one) the daemon downloads the package then it errors out and says "No handlers for package.xml version 2.0"
Can you help me get this error fixed so I can get PEAR working?
