i took this route partly because i knew it would take some time for me to
do, as well as the fact that managing object in ZE2 is much nicer than ZE1.

i guess youre looking at things from a userland implementation (PHP)
perspective. ive downloaded and have been studying ICU
( http://www-124.ibm.com/icu/ ) and in fact their
date/time/calendar/timezone code forms the basis for my extension. they have
done some extensive work on il8n, and i would really like to be able to
reuse some of their stuff (they have quite a bit of locale data collected.)
if i find some time, ill do this, but i have a full plate already. the good
thing is that in contrast to most of the ICU package, the locale related
stuff is in C.
also the license is very friendly.

let me know what you come up with. the work im doing is progressing nicely,
but one issue i mentioned previously is that id like the userland interface
to be nice and intuitive, and be in the spirit of PHP's ease of use. this at
the same time as separating concerns (storage vs presentation, etc)

another reason why i targeted ZE2. i think people will be more recptive to
breaking BC with such a milestone release
