The latest binary for PHP came with what I believe is called the base
install. That is functional. It is the further addition of other modules
that is problematic. When I use the command line to install a .tgz file, it
builds a directory structure and place files in the wrong place. I have
searched ALL the files for this directory, but can only find it in a dll
file. What gives? Is there a tool similar to the one you mentioned below
for upgrading and adding module?

I´m sorry for having to tell you this, but the PEAR project has been
abandoned due to lack of interest by the PHP community.
Naaaah, just kidding :-)
Just have a look at http://pear.php.net/weeklynews.php and you´ll see
that PEAR probably is more active now than ever before. There are lots
of developers and lots of really cool packages. Some of course are being
updated more often than others (on the other hand, why update packages
that don´t need an update?).
Developing with PEAR on Windows is no problem. I develop all my stuff on
Windows first and then deploy on Linux. A nice side effect of this is
that it teaches a lot about platform independent scripting :-)
If you have trouble getting PEAR installed on Windows try the new
browser-enabled version of the Go-Pear script. You can find it here:

It makes things a lot more convenient. Always remember: Convenience
brings victory - and victory is LIFE! :-)
