You can use (my) go-pear (the web one) with CLI too.
(But why not use the web one? ;))
You can run the CLI version on command line and install the
PEAR Installer (even if you allready have it installed, upgrading
makes sense, cause a lot of development was done on it).
After installting, you got a "pear" command.
Try "pear" to see what commands are supported.
"pear config-show" and "pear install" will be a good place to start.
