pear install in windows - continuation of last cry for help

ok here goes. Original install of pear was with php windows binary. It installed the pear base. downloaded the needed packages and used the command line installer. Put the files in C:\php4\pear, not on the D drive where php is installed. Cut and pasted the directorys and files to the correct and things appeared to work, however when I installed a package that had dependencies, it failed saying the dependies were not there. From what I have read there are XML files used during package install and the only attribute I can find in there is "baseinstalldir". What config file contains this? Tried reinstalling pear with go-pear as someone suggested but got a failed to write error.
