Got it though I'm not sure what the problems actual cause was.
I didn't compile PHP with-zlib support. I recompiled with zlib support and
instead of downloading a tar file it downloaded the tgz file and it worked
fine. Do you have two copies of each package on the download server, one
that's compressed and one that's not. If so, perhaps the tar is corrupt but
the tgz isn't?
