PEAR Command Line Application Error

I just installed PHP 4.3.1 on OpenBSD and I am getting a weird error
every time I try using the pear command line application. Any command
typed to pear starts by printing the following:
Notice: Use of undefined constant PEAR_CONFIG_SYSCONFDIR - assumed
'PEAR_CONFIG_SYSCONFDIR' in Config.php on line 177
Notice: Use of undefined constant PEAR_CONFIG_SYSCONFDIR - assumed
'PEAR_CONFIG_SYSCONFDIR' in Config.php on line 408
Any suggestions on what I might do to fix this?
