pear install HTML_QuickForm doesn't obey Preferred Package State

I have PEAR 1.0.1 installed on my FreeBSD machine and my config settings
have preferred_state set to stable. When I run:
pear install HTML_QuickForm
It installs 3.0Beta1.
even though its state is beta.
