Thankyou phpOpenTracker is what I was looking for, you are right though it
doesn't follow PEAR but does use the PEAR installer :)

I've used phpOpenTracker (www.phpopentracker.de) for some time now and
it seems quite good but isn't (as far as I know) complying with PEAR
standards. The API is however well documented and easy to use even
though the system is quite powerfull and flexible!
