I think most of what you are searching for is already available. I don't
think it would be useful to set up a web forum separate from the mailinglist
(dispersing attention and effort).
You can receive mails in your inbox via the mailinglist,
you can access them as you would do with a newsgroup
news://news.php.net/php.pear.general,
you can consult and search the mailing list archive both at
http://marc.theaimsgroup.com/?l=pear-general
and
http://article.gmane.org/gmane.comp.php.pear.general/4939,
the only thing I
see missing is the ability to post messages via a web interface.
There probably are several interactive web interfaces to newsgroups, you
could set up one for news://news.php.net/php.pear.general, another very
easy
option is to set up a "remote" yahoo group for the mailing list, such as
http://groups.yahoo.com/group/modperl/.
The Midgard user mailing list for example, also has all of the options
(mailing list, newsgroup, mail archives and yahoo group):
http://www.midgard-project.org/discussion/
(and of course: please consult the pear team http://pear.php.net/credits.php
in this, there might be spamming/privacy issues we haven't thought of)
