Remove 'ScriptAlias' (it goes with 'Action') and AddType
Add:
<Files *.php>
SetOutputFilter PHP
SetInputFilter PHP
</Files>
If you still have problem, try to upgrade Apache to at least 2.0.46.
There are a few Windows fixes listed on 2.0.46 changelog.
