Hi Seamus,
This just means that they didn't compile it with a global PEAR install. You can still install PEAR in your local home directory, if you have access to a shell, or lots of time to figure out how to get the permissions working for the web interface :)
http://pear.php.net/go-pear is the script you need to get started.
