Hi Tony,
Can you elaborate on what you're trying to install? Is it a hand install of the PEAR base classes because go-pear won't work for you?
PHP_PEAR_BIN_DIR is the base path to .php files that you install using the pear installer
PHP_PEAR_INSTALL_DIR is the path to the pear/ installation directory
PHP_PEAR_PHP_BIN is the path to the CLI php.exe (on windows) or php on un*x
