Hi, I'm sure it is a problem with the configuration of my host, but before I bothered them with details, I wanted to see if anyone else has experienced and solved the problem, as my host is in the process of grappling with some more critical router issues with a new level3 provider. The load on the box that is hosting pear.php.net is extremely low and we don't have any bandwidth problems as well. So I suppose it's a problem on your side.
