Started orphan proposal actions

Hi all! As you all have seen on the list, I've started with the orphan proposal actions (initial cleanup), as described in [1]. I now have submitted a reminder note to all "propably orphan" proposals and send an email (as you can see here) through the webinterface to all authors of "propably orphan" drafts manually. If fixed my actions in writing in the wiki [2]. Would be cool, if we keep that format up as long as we are doing this manually. I'm currently working on some automation. First I'm working on a stats page, which shows us, which proposals are "propably orphan". In future this interface should provide automated posting of reminders (cron) and informing QA of really orphan proposals and stuff.
