Update: Started orphan proposal actions

Hi all! I recently deleted the first wave of orphan proposals. Nobody responeded to the draft reminders, so all got deleted. I received 2 responses for proposals, so they did not get deleted. These are: - PDF_Parser (mail to pear-qa) - DB_Model (comments in PEPr) All other proposals where deleted. I also updated the Wiki page [1], regarding those changes. I'm currently planning to check again for orphan proposals on Thursday (as stated in the status of the Wiki page). If anyone volunteers to do that before, please don't forget to update the Wiki.
