PEAR 1.5.4and even after a fresh installation of File ( 1.2.2). I had the same, but only because I was using the german mirror.
I'm still getting it (with the default server/mirror settings).I have no idea as to why :/ I tested this on exactly the same setup as you have. I tried "pear clear-cache", but this also didn't help. I've set my preferred_state then from beta to alpha, and did a "pear list-upgrades" (shouldn't be the solution, but just to verify whether it tells me about 1.3.0a1). After that, another "pear upgrade File-alpha" installed 1.3.0a1. Strange, but not maybe not a general problem, as it works at least on your and Christian's system.
