As far as I know there are plenty of open bugs that desperately need to be fixed. Do you plan to completely rewrite the code, or fix the bugs maintaining the current structure? Are you familiar with the PEAR coding style? The last time I looked at phpmyadmin the code looked at bit random :) If you don't plan to rewrite the whole code, it'd be good if you would fix some of the bugs and attach a patch to them at the bugtracker.
