I've made some modifications. For those who didn't see the commit
message:
* Use arcs instead of lines.
* Move some things around to ease code comprehension.
* Modify license summary to match pending header standard.
* Change line colors so the background color can be a line color,
causing the letters to be cut up, therefore hopefully even harder
for OCR's to understand.

I'll put a note on the input form page itself saying to refresh if you
can't read it. Plus, if someone submits with a bad CAPTCHA, a new set
of letters (not just a different display of the old letters) will be

Not the way things are set up now. The value is set up by the form's
page but the value is rendered as an image by the image script. So,
the value generation has no idea what font is going to be used for
rendering.
Even if we set up a system to allow the image generator to change the
value when it hits a tough to read letter, if the user refreshes, who
knows what font will be used to display that letter the next time?

I'm reluctant for a few reasons. The fonts shouldn't be easy to read.
I spent a lot of time hunting for these fonts. So, a few ideas to
potentially work around these issues...
I was thinking it would be a good idea to randomly split each letter
in half and shift the halves a little bit so an OCR bot wouldn't be
able to recognize them from the font file. If we do that, we could
probably get away with simpler fonts and some folks here could help
out in finding such fonts.
