By default display all Open and Feedback bugs. To make it more
user-friendly to find bugs which require feedback but aren't closed yet.
Just asked myself - where is my bug? I've left it here and it isn't closed
yet. Wazzup? =)
P.S. It is rather strange requirement to fill PHP version while submitting
bug about bugsystem
