Unless others on the web team strongly disagree, I think we should
leave it as is. Open means something needs to be direcltly addressed.
Feedback is something on the back burner.

By default display all Open and Feedback bugs. To make it more
user-friendly to find bugs which require feedback but aren't closed
yet. Just asked myself - where is my bug? I've left it here and it
isn't closed yet. Wazzup? =)
P.S. It is rather strange requirement to fill PHP version while
submitting bug about bugsystem
