Err, it should read "the $needcvs variable"

This fixed the submission problem but the "Need CVS account" feature
always report "no".
Looking at the source
(http://cvs.php.net/co.php/peclweb/public_html/account-request.php?r=1.27)
it seems to be that the $viewcvs variable isn't present in the $fields
array on lin 37 and therefore won't get initialized when
register_globals is off.

This bug has been fixed in CVS.
In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pecl.php.net.
In case this was a pecl.php.net website problem, the change will show
up on the website in short time.
Thank you for the report, and for helping us make PECL better.

Description:
------------
http://pecl.php.net/account-request.php seems
to be broken, hitting
submit results in a "Please enter your desired username!" error no
matter what one types into the form.
