Bug description: dependency on PHP is not listed for PHP_Parser

The PHP_Parser package just released, has a dependency on PHP version
4.3.0 or greater. I downloaded the package to make sure that it actually
had the dependency, and it does. The website does not list this
dependency, and neither does remote-info, although pear info PHP_Parser
works correctly.
