PHPLIB is fairly modular. DB_Sql is the database framework, and CT_Sql
requires DB_Sql (but CT_File and friends don't). Session uses a CT* class,
and if you commit to CT_Sql you depend on DB_Sql as well. Using Auth
requires Session, and using Perm requires Auth. These are about all
dependencies.
Template and Menu are useable independently, the OOH Forms
framework again is interdependent, of course, but does not
require Session, I believe.
There is philosophy discrepancy, or impedance mismatch between
current PEAR and PHPLIB, which is the greatest obstacle. It can
be seen most easily when comparing DB_Sql against PEAR::DB.
PHPLIB subclasses where PEAR parametrizes.
