This definitely shouldn't live in the PEAR tree. Being 'phpdoc' is
already used for the documentation module, perhaps we should create a
'utils' module. For example:
utils/
phpdoc/
other_utility/
..
I'm sure we'll end up with other utilities that could eventually find
a home in the PHP cvs tree.
Instead of 'utils', it could even be called 'contrib'.
