You can all feel free to take my opinion here with a grain of
salt, but what makes the most sense to me is to give Ferenc (tyrael)
authority to make decisions and approve or reject the accounts. He's
demonstrated that he can not only research and make intelligent,
educated decisions, but has also proven that he has the best interests
of PHP and the various subprojects at heart.
He's around more frequently than a good majority of folks, too,
which should help to expedite the process. In a lot of cases, I could
see him being able to reach out to a PECL package maintainer and get a
nod or nay from them and determine the account eligibility within the
same day. And, at the least, he'd be an additional point of contact
and pair of eyes (though I'm stepping out on a limb here, since I have
no guarantee he does indeed have both of his eyes still in his head).
Point being, he's a diligent researcher and excellent communicator
who could be very beneficial to the approval process, who could
facilitate project and developer transfers, and could help to "get 'em
while they're hot" --- that is, to bring new blood into the fold while
they've got the drive to get things done, rather than have their
request (and interest) stagnate.
Not sure it would require a vote to give someone that kind of
authority, but if so, consider this my nomination.
