please upload your ssh key on https://master.php.net/manage/users.php
after a short while of syncing you should be able to push to the repo
git@git.php.net:/pecl/networking/apn.git (see also
http://git.php.net/?p=pecl/networking/apn.git;a=summary)
which will
automatically be mirrored to https://github.com/php/pecl-networking-apn
Please also register the project on the PECL site using
http://pecl.php.net/package-new.php
