Ah, I think I misunderstood your first statement. So by virtue of the
fact that GPGext uses GPGME it can't be included in PECL. Yet another
strike against GPL... <sigh>

PECL extensions cannot be built against libraries licensed under the GPL
license. This is because one of the "features" of the GPL license is
that anything built against it must also be under GPL.
So yes, that causes a problem.
