Uploading extensions to PECL

Hello, I have a few extensions I'd be interested in adding to PECL: mustache - implementation of the mustache templating language in C++ with PHP bindings. I use this in handlebars to implement Psr\Log\LoggerAwareInterface https://github.com/jbboehr/php-psr zookeeper - I updated the existing zookeeper bindings for PHP7, however the project I had planned to use it on fell through, so I haven't done any integration testing outside of the tests in the repository. The maintainer (andreiz) hasn't merged or replied to the PR, so not sure what the status is there. https://github.com/andreiz/php-zookeeper/pull/68 oath - I updated it to support PHP7. Provides bindings for the OATH toolkit, which generate TOTP and HOTP tokens: https://github.com/jbboehr/php-oath Currently handlebars.c, php-handlebars, and php-psr are licensed under the LGPLv3, however as the author, I'm open to changing the license.
