I can confirm this with pdo_odbc-beta as well.
Based on my limited understanding of PEAR, it looks like the conflict
is between pecl/pdo_*/package.xml:
<deps>
<dep type="php" rel="ge" version="5.0.3"/>
<dep type="ext" rel="ge" name="pdo" version="0.2"/>
</deps>
and pecl/pdo/package.xml:
<package version="1.0">
<name>PDO</name>
