There is already an extension out there (http://sf.net/projects/gpgext) that you might want to have a look at. Its broken right now due to some changes in GPGME.
Last time I inquired about incorporating it into PECL it was decided that it couldn't be because of GPGME's license. Although I can't remember if it was dually licensed with GPL/LGPL at the time.
