building questions

I am working on building pecl's SQlite-1.0.2 however there are no build
instructions in the README. There also is no configure file. So I was just
wondering how it would be best to build it in a unix environment? Do I
copy it into the source code for the normal sqlite program from
http://www.sqlite.org/ and then build it from there?
